Ok. I was able to replicate this. If you were to look in your system vm, you
would see that its /root/.ssh/authorized_keys file doesn't match. I believe
there was recently a change made where system vms no longer mount the
systemvm.iso. The cloud-early-config script is a bit messed up in that it looks
for this cdrom before copying files, even if we are KVM and using a patchdisk.
