I knew this was familiar. Edison, we need to apply my patch to 4.0 from
https://reviews.apache.org/r/6793/ still.
Abhinav, does your problem get fixed if you chmod /root/.ssh to 700 then
restart the agent? My hunch is that /root/.ssh is 600, which causes the agent
to be unable to cd into it and update the keys.
