For docbook xml, I submitted 2 patches on branch 4.0, please let me
know if you are fine to pass the review and merge back to master. Or I
need resubmit  on master branch for the 2 patches.

I'll continue on master branch to the rest docbook I signed up.

For the l10n part, I think It's fine to put po files on transifex, but
firstly the docbook need to be ready for en-US.
