Transifex works great for L10N.
IMO we don't have to wait for English version finalized, for ACS4.0 a lot of 
content is as same as 3.0.3 and this part can be translated now.

I have no reason to think that we wouldn't put the .po files on
transifex - I doubt we have time to explore any other option in the
short term. I am even happy to put what we have up now on transifex so
folks can get started on l10n if they wish.
