The Apache project needs non-Citrix employees to be able to have root on the 
bug tracker.  We can't have critical infrastructure where only Citrix employees 
have admin-level access.  On the other hand, Citrix needs strict 
confidentiality for customer info.  We might get a crashdump with a root 
password in it, or a database dump which reveals commercially sensitive info, 
or whatever.  All that stuff would be covered by Citrix's NDAs with its 
customers and employees.  For this reason, they have to be on completely 
separate infrastructure.
