+1 - we should absolutely get started fresh in the ASF Jira repo for 4.0.

I was going to ask if there a reasonable way to pull significant know
errors that have yet to be resolved, but I don't think that really
matters.  Issues that are important enough to be considered
"significant" would be worked on by the Citrix team anyway (and
therefore be transfered to the ASF Jira instance as part of Will's
plan for the Citrix team's ongoing work).

Also, can we plan on keeping the current Citrix Jira environment
public?  Smaller bugs are a GREAT way for people to get started, and
since we won't be transferring them we'll be missing that resource for
a period of time.

We should really find a way to distinguish the ASF CS bug repo from
the Citrix CloudPlatform repo going forward though...
