Don't use the "continue with basic zone setup " to add a new zone, as it will 
ask for adding primary storage.
In devcloud, don't need to add a primary storage. All you need to do is click 
"I have used cloudstack before, skip this guide" in the "Hello and welcome 
cloudstack" UI, then go to "infrastructure" -> add zone
