You can achieve that using *spec/or*:
(s/def ::map-with-numbers
(s/or :qualified ::map-with-numbers1
:unqualified ::map-with-numbers2))
(s/valid? ::map-with-numbers {::some-number 3}) => true
(s/valid? ::map-with-numbers {:some-number 3}) => true
