What about skipping the alphabet translation and just doing uri encoding? {http://www.w3.org/1999/xhtml}pre => :http%3A%2F%2Fwww.w3.org %2F1999%2Fxhtml/pre doesn't seem so bad and this way we would get uniformity without weird corner cases.
