This is not an 'official' answer, but there have been multiple job postings here in the past.
I believe they are reasonably welcome if they are from the development team itself that is doing the hiring. I have personally rejected many attempts to post recruiting messages here and on the Clojure Dev email list from Tekis Hub, who not only are persistent and apparently have at least a dozen recruiters, if not more, they also have the gall to mention some U.S. bill that passed the Senate, but did not become law, that they claim implies that their messages should not be considered spam.
