The slower startup time has nothing to do with DLR, I think.  It is all 
about doing JIT on load and loading full assemblies.
ClojureCLR starts VERY quickly if you NGEN it.

Quick comparison:

A: $ time java -jar clojure-1.6.0.jar -e  "(println :a)"
B: $ time ./Clojure.Main.exe -e  "(println :a)"

A:
real    0m0.761s
user    0m0.015s
sys     0m0.015s

B:
# ilmerge+ngen
real    0m0.152s
user    0m0.015s
sys     0m0.000s
