I have doubts about the assertion that it can "make software engineering ... repeatable", on firm theoretical ground and additionally backed by experience. Programming is not a kind of manufacturing; the manufacturing is done by way if right-drag "copy files here", uploading to Github and Sourceforge, stamping out plastic discs, and the like.
Programming is a variety of R&D, and R&D is inherently nonrepeatable, unless you're pointlessly (or as a training exercise) reinventing the wheel.
