Are you bumping the version number or are you just trying to overwrite an existing artefact with the same version?
When not using SNAPSHOT dependencies, you should always bump the version number when releasing a new artefact. That way, a groupid/artifactid/version triple will unambiguously refer to a single artifact, rather than changing depending on what's current in the repository. Also, it will avoid any caching issues like those that cedric alluded to.
