This is sensible because:

java.lang.* is important for interop (classes like Object,String etc.) and 
is pretty much guaranteed to retain backwards compatibility for the 
foreseeable future. It's pretty much the JVM equivalent of the clojure.core 
namespace.

clojure.lang.* has a lot of classes / interfaces that should really be 
considered as implementation details. Hence we shouldn't encourage people 
to rely on them in regular Clojure code.
