I don't think the Python version could be considered declarative. One of the concepts behind logic programming (and to some extent declarative programming) is that you can simply provide the system with facts, and then the system (as a black box) decides on the correct way to perform the operation. This Python example is really nothing more than syntactic sugar around a imperative brute force approach to the problem.
