I'm sorry, I'm going to call foul on this. I've contributed to Python
without ever signing a CA. And the current developers guide page
doesn't have anything on it about needing to sign a CA.
Unfortunately, it's not listed under the developer's guide but it is a
requirement for contributions now:

Not sure how long ago it was introduced, but I had to sign one recently
to get a patch included in Python 3.2. How strictly the PSF enforces it
is another matter...
Not sure why a physical copy needs to be sent (for Clojure), rather than
a scan - this is the 21st Century after all!
