The "micro" refers to how much the framework does for you, rather than the size of the application. The advantage of a framework like Ruby on Rails, is that it provides you with a well-written basis from which to build your application. This can make it easier to get started. The disadvantage is that it ties you into a specific structure, which can be a hindrance if you happen to need something the framework doesn't provide. Micro-frameworks provide more freedom, at the cost of having to do more setup work at the beginning. It's not unusual for large sites to be run on minimal web frameworks.
