If you’re planning to target versions of Clojure prior to 1.9, you’ll want the specs in a separate file – as does clojure.java.jdbc (supports Clojure 1.7+).
If you’re only planning to target 1.9+, I’d probably lean toward putting the spec in the same namespace at this point. Adoption of new Clojure releases tends to be fairly fast, because it’s so stable and so easy to upgrade (mostly!).
