Apologies for late reply. Had to 6 months old conversations to get info needed.
What you suggest, CPUQuota, is available for services, is it not? We
could not use clamd service because of permission issue on
selinux: https://github.com/Cisco-Talos/clamav/issues/582
So we ended up using clamd as standalone process.
I don't know what else can I try other than somehow coming with incremental
scan - writing my own fanotify based code which I am finding _surprisingly_
complicated (compared to Windows one I tried years back!).
Thanks in advance,
-Neel.

Have you tried using CGroup to limit resources or changing the clamd
configuration file (adding MemoryLimit=768M, CPUQuota=30% lines)?
Best Regards.
