There was a suggestion at one point for clamd to do the reload in
parallel with continuing to process with the previous loaded set of
signatures, but that would require at least double the RAM usage
periodically, and there have also been ongoing grumbles about clam's
memory usage - any change that would cause clamd to periodically double
its RAM usage would seriously upset some people who run it on low-memory
systems.

Maybe it would be an option to let the user decide, a configurable
option could be a solution for every kind of user

I agree. And as always, having faster CPU and more (faster) memory helps nearly
everywhere. It could be imho even turned on by default, on with low RAM
could admins turn it off.
