You're referring to clean room reverse engineering[1], but the first
person is the one who reverse engineers the system by observing its
behavior in response to various inputs. He doesn't get to read the code.

You can use the man page, of course, but the existence of documentation
doesn't mean you can skirt the GPL even though the end result is the same.
