I mean the default behaviour if you do an upgrade is to keep the old
configuration file.  This is the default for source installations and
(I believe) RPM installations.  Debian will use the new config file
unless you've edited the old one, in which case it asks what you want
to do.

If this is "Yikes!"-inducing, then Clam should version its config
files and refuse to run if the config file has the wrong version.  The
default for source installations is to happily use the old file.

(Also, as others have mentioned, it's not purely a config file issue.
Some people use other ways than clamscan or clamd to call into
libclamav, and the hard-coded default has changed.)

I suppose.  Better just to develop the software carefully so it doesn't
introduce surprises.
