For now, I'll simply disable the clamav protocol test and stick with
only checking the INET socket. But that's a workaround, not a solution.
Don't decide after a sample of one that clamd is not responding - look
for three failures in nn seconds. If it fails three probes over a short
time period it is probably dead.
