OK we've established that CPAN is configured properly and that the
command executed by BuildSmart works.
I suspect that BuildSmart was not run as root user.
try:
su; # enter password when propmted.
buildsmart -p SpamAV -c -a; # run in auto mode and requires little
user interaction.
