Where does that information come from?

If it where broken, and for the record I get the same result as you did using
the latest Cygwin package of clamav, it should be reported to the maintainer.

I can report it if you want (even help fixing it), just give me a test case that
shows that it is broken.

There are other distributions of clamav "based" on Cygwin or MingW but with
their own changes, those don't count, they are not distributed by Cygwin.
