Well it seems to be using the older /etc/clamav.conf and those
permissions are:

-rwxr--r--  1 root root 7285 Apr 19 13:16 /etc/clamav.conf

Although i did try just making 777 and this did not seem to help. But
thanks for the suggestions. :)
