I chnaged permission and user as follows:

drwxr-xr-x   16 clamav   clamav       4096 Dec 15
20:06 clamav-0.80
-rwxr-xr-x    1 clamav   clamav     262120 Dec 15
19:00 /usr/local/sbin/clamd

Now user is same for both.

still getting some Access problem.

/root/clamav-0.80/test: OK
