A couple of questions.

Are you using Clamwin? Or the command line clamav for Win32 using
Cygwin? Or something else?

If it would help I can supply you with the clamd.conf I use and also the
default clamd.conf that 0.80rc2 creates on a Unix system, you can then
compare your configuration with those.
