My experience, SA took LOTS more resource than exim and clamav combined.
clamav doubles the machine load (from exim-only state), while SA adds 5-10 times more load.
Consequently, it took exim a lot more time to process emails (and eventually cause
"too many connections" messages).
So, try disabling SA first and see what happens.
