Well, clamav source (both stable and devel) is always available on www.clamav.net. You can compile it yourself. Binary versions of CVS snapshot (the ones with devel-xxxx) is usually available on clamav.or.id.
packages (rpm, deb) usually only have stable versions, not devel ones. http://www.clamav.net/binary.html#pagestart
