I imagine things like the new bounce-catching code would be dependent on 
ScanMail, is that correct? In that case Exiscan wouldn't do it all and 
ScanMail should still be on. If not, is there really no reason at all to have 
ScanMail on?

The memory leak thing seems to affect more than just the Exiscan + ScanMail 
combo, though (as reported by the other people).
