I don't think that is correct! The socket should _NOT_ be manually created.
The daemon should create it.

For Santiago, I suggest that you change clamav.conf to specify the socket
file differently, like /tmp/clamav.sock
I think the problem is that the user clamd is running as does not have the
correct privileges to create the socket in /var/run. So the error message
actually tells you to check the LocalSocket in /etc/clamav.conf
