IOS-XR BFD does not support multihop yet, I think that's the reason
they do not support iBGP.
If you think about iBGP between directly connected peers: have you
tried it? The documentation may not cover this special case.

The question arises, why IOS XR can't run BFD with internal BGP peers
(as old school IOS)?
