rtm doh.  I didn't generate toc files with mpeg3toc. I assumed it was using
the toc from importing to timeline. Using gentoo from emerge repositories
and mpeg3toc is not a seperate executable. Do I need to build from source
then?

I have everything in one directory

* the rest of the filenames is always pairwise identical, for example
 full res --> "hdv/abcXYZ1.toc"
 proxy    --> "proxyfiles/abcXYZ1.avi"
