It's definitely interlaced.  I saw you also posted a deinterlaced version
as well.  Did you use Cinelerra's deinterlacer on that clip?  You might
want to give mencoder's yadif deinterlacer a try to compare the results of
the two deinterlacers.  I find the result of the yadif deinterlacer is
quite good.
