I followed these steps precisely and the problem did not occur for me.  The
images were inserted.  I haven't tried to duplicate your problems any further. 
You need to answer the questions put previously:

1. What version of cinelerra are you using (where did it come from)?

2. Paying attention each time you use the 'Load File' dialog and tell us what
is listed in the box 'insertion strategy'.  This could easily be the
explanation for material being put in the media folder but not on the timeline. 

Make sure the insertion strategy hasn't changed between you creating projects
at different fps rates.

You need to answer the questions before it is worth more attempts to duplicate
your problems.
