Maybe it is may fault. I will re explain it again.

TARGET: Load a sequence of images. ONE image per frame.

STEPS: 
1) Open cinelerra and be sure that Settings->Preferences->Recording->Record
images with a duration of... is UNCHECKED.
2) Create new project (1 video track, 25 fps)
3) File->Open and select a bunch of png images (in particular 144 images). The
insertion strategy is "Paste at insertion point"
4) The images are inserted into the timeline at the begining of the current
video track (one image per frame).

If I do the same of above but select 12, 15, 24, 30 and 60 fps instead of 25
fps then the images ARE NOT INSERTED. Just added to the media folder. The other
possible fps (1, 5, 23.97, 29.97, 50 and 59.94) work the same as 25 fps. That
is work correctly.

NOW, if I CHECK the Settings->Preferences->Recording->Record images with a
duration of... and assign it a value of 0.041667 (the inverse of 24 fps) then
repeating the same steps give following results:

TARGET: insert a image sequence with a frame rate independent of the
underlaying movie. For example I recorder the image sequence with an animation
program at 24 fps and want to keep that animation speed although I insert the
image sequence into a 50 fps or 12 fps movie. The duration in time scale would
(should) be always the same.

RESULTS:
Repeating the same steps for above except that I need to set the duration of an
image to 0.041667 (due to when I call the new command that value is reseted to
its default value (that is 4 seconds)) I obtain the following results:
1, 5, 10, 12, 15, 24 and 30 fps DON'T WORK (images aren't inserted and only
loaded into media folder)
23,97, 25, 29.97, 50 and 60 fps WORK. Images are inserted.

BTW, the insertion is not accurate. For example for 60 fps each image has a
duration of 0.050 seconds. For 25 fps each image has a duration of 0.040
seconds. To know that just make double click in one image iwth the drag and
drop editing mode and look to the selection length text box.
