Under Setting->Preferences->Plackback (tab), uncheck "Play Every Frame." 
Can't guarantee that'll fix the problem, but it sounds like the problem.

Play Every Frame tell Cinelerra to, no matter how long it takes, render
and display every single frame of the timeline.  What's happening in your
case is your computer can process frames in realtime when they're just
raw, unmodified footage, but once you drop an effect on there your
computer has to slow down a bit.  Play every frame is a potentially useful
setting --one I'm certainly glad Cinelerra has- but for most situations
you'll want it off.
