No, there is no way to do that now. Maybe in Chromium OS there is (since
there are panels there), but it is irrelevant here.

Mmm... actually, there is an experimental popup API, that may be close to
what you ask for, but, apparently, it will not be available in Chrome 4 (the
code will be disabled before it reaches stable) and to enable it (in non
stable releases), you need the "experimental" permission (in the manifest of
the extension) and a command line switch.
