One thing to remember is that sometimes, but not all, Chirp errors are actually
more notifications and if you proceed anyhow Chirp will fix the entry with
default values.

see a difference in the record format starting at line 15. I'm not sure but I
believe csv records are to be the same length. Also starting after 135 there
are blank entrys.
Looks like line # 136 to 137 are missing, also 139 and 140. I don't know if
this your problem or not. However I could not load your file using Chirp, it
