tstellar added a comment. I spent some time looking at this. Rather than changing the dependency from RISCVTargetParserTableGen to LLVMTargetParser, I think the correct fix is to handle RISCVTargetParserTableGen in llvm/cmake/modules/LLVMConfig.cmake.in. alongside the intrinsics_gen, omp_gen, and acc_gen targets.
