Instead of trying to dig through subexpressions of the ConstantExpr to try to 
infer the type we need, can we just compute it directly?

  QualType RetType = CE->getType();
  if (CE->isGLValue())
    RetType = CGM.getContext().getLValueReferenceType(RetType);
