ymandel added a comment. Update: I modified https://reviews.llvm.org/D114981 to leave it enabled by default. That makes it essentially an NFC while still allowing clients to disable it easily in tooling that uses it.
We can still disable by default, but that will be a separate patch from adding the control over enable/disable.
