One other thing WRT Linux:  In a previous patch I had disabled building
for any locale other than C for linux systems.

With this branch, all locales are built by default again on Linux. so a
'make World' should suffice to build everything again.

This will continue to be the case when this branch is eventually merged
into master.  Just FYI.
