Never mind... (a) C81 is COBOL (!!) not C.  And I found the C installation manual 
on STUPI.  Off & running now.

Come one, don't hide you are a CLOSET COBOL PROGRAMMER.
Will COBOL (C81) run on a regular 11, or does it need to be upgraded?
