DEC did have an implementation of GKS for VMS and had the ability for users to write their own GKS drivers for custom hardware, which would give you a portable API that could use the hardware if such a driver were available. This card's resolution is comparable to a mid 80s Tektronix raster terminal, such as the Tek 4207 or Tek 4205.
