For someplace that actually generates some tourist and souvenir traffic, it made sense.

It is negligible cost to produce, and is a much easier sell for Professor Harold Hill than convincing the townfolk that they need to start a youth band to counteract the trouble, right here in River City, of the pool hall.

But when they do a "chamber of commerce" sell for every town and exceed saturation it doesn't work so well. Berkeley, Albany, El Cerrito, . . .
