I second the Arduino recommendation. I have a Power Mac G4 with a serial dongle that drives an Arduino Nano-based IR blaster. It sends serial commands to it and the blaster transmits a signal to the room air conditioner. Should be easy to adapt the GPIO pins to a relay.
