GUI I think of is the pure graphics.

Does a traditional text (extend ASCII characters 0 - 255) with ANSI color coding with sufficiently high enough resolution count? Particularly if the resolution is high enough that "characters" can almost double as pixels for a GUI? }:-)

Also, MS-DOS Shell (as ships with MS-DOS 6.22) has a GUI mode.
