I think there were many more variants.  Commercial and scientific, sure, but 
both of them in many variants as you travel from one computer manufacturer to 
another.  The CDC 6000 series had their own very odd character set; the Dutch 
Electrologica had at least a couple of codes including one specifically for 
ALGOL 60; DEC had a whole pile of choices -- and so on.
